Decision on the plenary power option
Despite great work by Lindsay, the committee unanimously decided to not included it on the slate of topics.
It should be noted that the emphasis on foreign policy and national security was a substantial concern for the committee.

you guys shouldn't feel bad - you took on a huge task and i don't feel bad about pp going down as it did. i do feel it is unfortunate that you think a pp topic would be about foreign policy -- especially if it were limited to congress, a pp resolution would have almost nothing to do with foreign policy and everything to do with the court's power to protect the rights of parties subject to congress's plenary power. if there had been more time to review all of the topic papers, you guys would know this. but with a topic as huge as "supreme court overrule" (which is really not that different than voting on a 'legislation' topic), it would be impossible to familiarize yourselves with every single legal issue. you've done plenty, and should feel good.
